# Civic intelligence
The craft of watching public power with data: parliamentary records, legislation,
public money, and the accountability methodology that lets findings about real, named
people be published without fabrication or defamation. Politics, public economics and
law travel together in one bundle on purpose — they share one evidence discipline, one
provenance contract, and one publishing ethics; the split boundary (see
`knowledge/README.md`) has not been earned yet. Categories keep it visible.
The upper two layers are transplant-clean — no repo paths, no dataset endpoints, no
product names — so they apply to any legislature or registry, not only the one they
were forged against. Applications cite real code and name their stack in the filename.
Cross-cutting invariants live in [`_laws.md`](./_laws.md); techniques cite them by
anchor. Subjects are grouped — and located — by [`taxonomy.json`](./taxonomy.json).
